This research deals with the difference between obligatory speech and declaratory speech, which is one of the important differences in the fundamentals of jurisprudence. The research first presented a brief biography of Imam Ahmed Ibn Idris al-Qarafi and introduced his book Anwar al-Buruq fi Anwa al-Furuq. Then the researcher dealt with this difference in terms of language and idiomatic usage, stated the difference as explained by Imam al-Qarafi in his book Al-Furuq, and added other differences mentioned by scientists. This researcher concluded that there are ten differences between obligatory speech and declaratory speech of the situation, out of which Al-Qarafi mentioned three differences, including the requirement of science, ability and gain. There are seven differences related to the difference between them in terms of the purpose of the legislator, the ordering rule, real meaning, origin, generality, and so on.
